2.Incineration of garbage is not being logged in garbage record book. Garbage segregation is not being carried out throughtout, the ship in accordance with the vessel's garbage management plan. Last dischage of garbage to a reception facility was conducted 31 Dec. 07. Vessel's use of plastic does nto correspond to the lack of plastic garbage onboard. Crew states that all garbage other than plastics and food waste are incinerated, although evidence of incineration of plastics (klinkers) was observed by PSCOs. Last log entry of ash being discharge to a reception facility was 29 Oct. 07.

SHIN HO CHUN NO.101 Cargo Ship Kiribati 2008/01/29 Pago pago, AS 1.The ows is not operating in accordance with MARPOL including allowing oily water discharge past the 3 way valve overboard when the oil content meter indicates 30 ppm.
2.The sludge pumping system arrangement has unauthorized valve and rubber hose arrangement on the discharge side of the sludge pump which connects to the MDE saltwater cooling overboard discharge piping. This unauthorized arrangement allows oil sludges to by pass the ows and be discharged directly overboard. Inspectors observed an oil-like substance inside the unauthorized MDE cooling fitting, rubber hose and saltwater cooling overboard isolating valve.

5.Found all fire hoses in poor condition, jackets holed, with multiple leaks.
