巴拿馬海事局(PANAMANIAN MARITIME AUTHORITY)於2008年1月8日發出Note No.106-01-16-DGMM，

有鑒於2007年遭滯留的巴籍船舶，較過去數年增加，為維護其世界第一註冊國的地位，

巴拿馬海事局決定凡在一年週期內遭多次滯留之船舶，將被除籍。

Pursuant to the reports of the different Port States that comprise Paris MOU, the detentions of the vessels in

panama’s registry have increased in comparison to previous years, Panamanian Maritime Authority will proceed

to cancel from the Panamanian Registry those vessels that present numerous detentions within a period of one

year in order that the position as the first registry worldwide can be maintained.
